PGWP Shorter Because of Passport Expiry: How to Get the Rest of Your Time

IRCC issues a post-graduation work permit only up to the earlier of your program-based eligibility or your passport expiry. If the passport ends first, you can extend the PGWP on paper after you renew the passport for the full remaining eligibility period, with a letter explaining that the first permit was cut short by passport validity.
IRCC's About the PGWP page states that PGWP length depends on the level and duration of the study program and the passport expiry date, whichever comes first. It tells applicants to make sure the passport is valid for the full eligible PGWP period before applying, and that if the passport expires earlier, they can apply to extend after getting a new passport valid for the entire eligible period.
The same page sets the usual program-based lengths (for example, up to the length of a program under 2 years, or up to 3 years for programs of 2 years or more, with a separate rule for eligible master's degrees as of February 15, 2024). Passport validity can cut any of those shorter.
IRCC's help centre answer Can I renew my post-graduation work permit? says PGWPs are generally a one-time opportunity. The stated exception: you can extend with a new passport only if you were eligible for a PGWP but did not get the full length because the passport was going to expire. Include that explanation in a letter when you apply to extend.
IRCC's How to apply for a PGWP page says:
Steps in practice, from those official pages only:
| Step | What IRCC requires |
|---|---|
| 1 | Renew the passport so it covers the full remaining eligible PGWP period |
| 2 | Apply on paper to extend the PGWP (not the usual online PGWP path) |
| 3 | Include a letter of explanation that the first permit was limited by passport expiry |
| 4 | Rely on the note on the initial PGWP that recorded the passport-based limit |
This path is not a second PGWP after you already used the full eligible length. It restores time that passport expiry removed from the first issuance.
If the permit is ending for reasons other than passport cut-off, see open work permit options after a PGWP and PGWP extension options. Bridging open work permits and other pathways follow different IRCC rules and do not replace the passport-extension process above.
